1、防海盜行動(dòng)方案Anti-pirates measures 1. 正常航行情況下的防范措施Anti-pirate action to be taken under normal sailing 1.1. 航線設(shè)計(jì)：進(jìn)入海盜活動(dòng)高風(fēng)險(xiǎn)海域后，應(yīng)在國(guó)際海事組織281號(hào)通函推薦的安全走廊中航行，以便在特殊情況下取得多國(guó)部隊(duì)軍艦的幫助和支持passage plan: after entry into High Risk Areas, the vessel should sail within the Internationally Recommended Transit Corridor (IRT

2、C)，provided by IMO SN.1/Circ.281, in order to obtain the assist and escort from multi-nation navies, especially under the urgent situation. 1.2. 統(tǒng)一分工：防海盜值班人員編班時(shí)，不分甲板部、輪機(jī)部，全船統(tǒng)一編組，根據(jù)船員的體力、年齡、膽量、能力素質(zhì)進(jìn)行編班（組），明確各小組負(fù)責(zé)人和各人員分工職責(zé)，確保海盜如果從各方同時(shí)攻擊或轉(zhuǎn)移方向襲擊時(shí)，各方都具有打擊能力Crew work arrangement：When master assigns each

3、crew’s anti-pirate task, whether deck crew or engine crew, all crew shall be taken as one whole team, master should make up each crew group according to their physical strength, age, bravery and ability, etc. Each group shall have one group leader, and each member of the group knows his own job clea

4、rly, which enables each group to defend or attack the up-coming pirates from all directions to the ship. 1.3. 預(yù)先準(zhǔn)備：進(jìn)入海盜活動(dòng)高發(fā)海域前，對(duì)船上全體船員進(jìn)行防海盜保安培訓(xùn)和針對(duì)性防海盜方案進(jìn)行演練，告知全體船員各種防海盜方案，提高全體船員的保安意識(shí)、保安技能、應(yīng)變能力和有一個(gè)正確的認(rèn)識(shí)以及奪取防抗海盜襲擊斗爭(zhēng)勝利的信心。準(zhǔn)備工作至少包括下列內(nèi)容Preparation work: before the vessel enters into High Risk Areas, arr

5、ange the whole crewmembers to carry out the drill of anti-pirate and security training, inform the crew of all kinds of anti-pirate methods, strengthen their safety awareness, fighting skills, ability of handing emergency and have one correct understand of the pirate attacking risk and the confidenc

6、e of beating the pirate. The preparation jobs are described as below but not limited: 1.3.1. 收集、收聽有關(guān)海盜的信息，做好記錄，船長(zhǎng)、保安員進(jìn)行評(píng)估Collect all the latest information of the pirates and make the record for future check-up, master and the ship security officer shall identify and evaluate the truth of the in

7、formation. 1.3.2. 防海盜班配備有對(duì)講機(jī)（要提前充足電源）、強(qiáng)光手電（要提前充足電源）和其它保安器材The anti-pirate duty crew group shall equip wireless intercom(check the battery in advance),strong light torch(check the battery in advance) and other security equipment. 1.3.3. 在兩舷主甲板、艉甲板沿邊線備足大量用于打擊海盜用的三角木、木條、啤酒瓶、鐵制品等，做到海盜來(lái)時(shí)，隨處可撿，撿起能打On th

8、e both sides of the main deck and the aft deck, put enough wooden plates, beer bottle and iron products, which enable the whole crew to use to attack the pirate easily. 1.4. 進(jìn)入戒備：船舶進(jìn)入海盜活動(dòng)海域，在船長(zhǎng)的統(tǒng)一安排下，全船人員都要主動(dòng)積極響應(yīng)參與防海盜工作，派防盜班，每班2人，24小時(shí)值守，有事、就餐等需要離開崗位必須有人替換，特別是進(jìn)入亞丁灣航行時(shí)，除了值班人員外，其余人員停止維修保養(yǎng)工作，全天候（24小時(shí)）參

9、加防海盜值班24hrs duty watch after entry: after the vessel enters into the pirate sea water, under the sole arrangement of master, the whole ship shall take part in the anti-pirate action, arrange the 24hrs duty watch(two-crew per duty)；others shall take over when the duty crew leaves for dinner or other

10、urgency; When the vessel sails into the Aden passage, except for the on-duty crew, all the others shall stop the maintenance work onboard and paticipate in 24hr duty watch against pirates. 1.4.1. 夜間航行在確保安全的的前提下，實(shí)行燈光管制，防止光線外漏During night sailing, under the condition of the safety sailing, manage the

11、 lights onboard and avoid the light exposure to the outside of the ship, especially not knowing by the pirate. 1.4.2. 航行期間，全船僅留唯一的安全通道，其它通道出入口全部從內(nèi)部封閉During the sailing, remain the whole vessel the sole safety passage and lock all the other passage from the inside 1.4.3. 船中主甲板左右、生活區(qū)二側(cè)及船艉分別備妥消防皮龍，保障

12、每個(gè)方位都有方便的皮龍可用，（甲板部提前安放好），機(jī)艙啟動(dòng)兩臺(tái)副機(jī)，消防泵處于隨時(shí)可啟動(dòng)狀態(tài)（如可以的話，機(jī)艙準(zhǔn)備由駕駛臺(tái)控制）；出現(xiàn)險(xiǎn)情駕駛臺(tái)立即啟動(dòng)消防泵。船中、船尾備有消防斧等脫鉤器材，以備急需所用On the both sides of the main deck, the accommodation area, and the aft area of the vessel, shall put the fire hydrant by deck crew in advance, enabling the crew to use it easily anytime, run two au

13、xiliary engines, put anti-fire pump in the active status(if possible, control the pump on the bridge); start the anti-fire pump immediately on the bridge for any situation. the center and aft area of the vessel shall put the axes, etc. for cutting off the pirates’ hook or hanger. 1.4.4. 防海盜加強(qiáng)巡邏班人員，

14、應(yīng)明確值守任務(wù)及值守范圍；應(yīng)持自衛(wèi)器械；著工作服、戴安全帽、攜配對(duì)講器、手電筒并保持與駕駛臺(tái)聯(lián)絡(luò)（每班至少2次測(cè)試對(duì)講器）；發(fā)現(xiàn)可疑情況立即報(bào)告駕駛臺(tái)；晚上值班巡邏人員應(yīng)經(jīng)常用強(qiáng)光手電筒向生活區(qū)兩側(cè)后海域?qū)嵤┒虝r(shí)照射，以示警戒 Each duty watch group shall know their duty and detailed work clearly; equip the defending materials; wear working cloth and safety helmet, carry wireless intercom and torch on body, kee

15、p in contact with the bridge anytime (test the intercom at least twice for each watch), report any suspicious situation any time; at the night, the duty group shall often open up the strong light torch to shoot the nearby sea of the accommodation for several seconds for warning the pirate. 1.4.5. 駕

16、駛臺(tái)值班人員要加強(qiáng)了望，適時(shí)用探照燈對(duì)海面進(jìn)行搜索，應(yīng)密切注意周圍水域船只動(dòng)向，保持雷達(dá)觀測(cè)、經(jīng)常改變雷達(dá)量程，密切注意周圍小船的動(dòng)態(tài)，及時(shí)鎖定目標(biāo)，加強(qiáng)與防海盜值班人員的通訊聯(lián)絡(luò)；發(fā)現(xiàn)可疑目標(biāo)接近立即通報(bào)防盜班注意；如疑似海盜船應(yīng)立即叫船長(zhǎng)或直接拉響全船警報(bào)和汽笛、廣播通知全船船員或和在生活區(qū)大聲呼叫，全體人員到應(yīng)急地點(diǎn)集合，啟動(dòng)消防泵,全船共同驅(qū)趕海盜The bridge shall strengthen the watch to the sea and search the sea with searchlight if necessary and keep close watch to

17、 the nearby vessel’s movement; watch with the radar all the time; change the radar working distance from time to time, pay close attention to the suspicious ships nearby, keep in close contact with the duty watch crew on the whole vessel; inform the whole vessel after finding any coming suspicious s

18、hip, or if necessary, shall report to master or pull the alarm whistle directly; broadcast the whole ship or scream at the accommodation area, and gather the whole crew at the congregating place, start the fire pump and commence fighting the pirate together. 1.4.6. 二副提前存儲(chǔ)與國(guó)際反海盜中心、公司應(yīng)急電話號(hào)碼與險(xiǎn)情狀況報(bào)告，一旦

19、發(fā)生險(xiǎn)情時(shí)，根據(jù)船長(zhǎng)的指令立即報(bào)警，啟動(dòng)SSAS、EPIRB報(bào)警，駕駛員啟用DSC、VHF16頻道、衛(wèi)通等有效手段報(bào)警求救（備好書面英文報(bào)文）2/O Prepare the contacting details of international anti-pirate center, the shore company and the anti-pirate reports in advance; once there is situation, shall follow up master’s instruction and report the pirate at once, start

20、SSAS and EPIRB equipment, the crew on the bridge shall use DSC, VHF-16 and Inmarsat, etc. To inform all the concerned parties. (prepare the report in English in advance). 2. 發(fā)現(xiàn)海盜襲擾的防范措施Anti-Pirate action after finding pirates 2.1. 全體船員隨時(shí)處于戰(zhàn)備狀態(tài)，增派防盜加強(qiáng)班。每班5到6人，全天24小時(shí)不間斷。每班值班時(shí)間同駕駛臺(tái)，接班后必須和駕駛臺(tái)聯(lián)系，保持聯(lián)絡(luò)暢通

21、。有事、就餐等需要離開崗位必須保證巡邏人數(shù)不少于一半The whole crewmembers shall come into the battle status and arrange more crew into each duty watch group. Up to 5 to 6 crew per duty group and keep 24hours running. Every duty group keeps in close contact with the bridge all the time. Report to the bridge if the crew change

22、 within each group. If leaving for dinner or other urgent situation, each group shall be not less than three persons. 2.2. 船長(zhǎng)24小時(shí)坐陣駕駛臺(tái)指揮，無(wú)異常情況在駕駛臺(tái)休息。出現(xiàn)險(xiǎn)情時(shí)，及時(shí)指揮水手操舵和給船舶保安員指揮信號(hào)，船舶保安員根據(jù)船長(zhǎng)的指揮信號(hào)及時(shí)調(diào)兵遣將，以最快速度、最大力量、最短時(shí)間阻擊海盜登船。輪機(jī)長(zhǎng)及時(shí)下機(jī)艙根椐主機(jī)的負(fù)荷（因大舵角轉(zhuǎn)向避讓海盜小艇的需要），隨時(shí)調(diào)整主機(jī)的轉(zhuǎn)速，確保主機(jī)在安全運(yùn)轉(zhuǎn)的前提下開到最大的轉(zhuǎn)速M(fèi)aster shall cont

23、rol the whole vessel at 24hours and rest on the bridge if no urgency occurs. Once there is urgent situation, master shall give the order to the navigating crew directly and give the order to security officer, then the security officer shall inform all the other crew as per master’s order and arrange

24、 everything quickly, in order to defend the pirate’s attack and avoid them onboard. The whole crew shall do it at the fastest speed, in the most powerful way and within the shortest time. C/E stays at the engine control room and control the working speed of M/E basis the safety load of M/E, especial

25、ly for the sharp turn-over of the ship. C/E shall ensure the m/e to arrive at the largest working rate under the safe running status. 2.3. 發(fā)現(xiàn)海盜襲擾，全體船員隨時(shí)處于臨戰(zhàn)狀態(tài)，做到一聲令下，不論何時(shí)、何地，迅速到應(yīng)急地點(diǎn)集合，突出一個(gè)“快”字Whenever finding the pirate attacking, the whole crew shall immediately turn into the fighting status. Once

26、 master gives the order, the whole crew shall immediately go to gather at the planned position within the shortest time. 2.4. 駕駛臺(tái)要拉響汽笛示警,適時(shí)利用“車舵”給海盜船制造登船困難，盡可能不讓其靠近本輪。在海盜區(qū)航行期間，機(jī)艙值班和安全班人員施行24小時(shí)在位值守，隨時(shí)做好應(yīng)急準(zhǔn)備，任何時(shí)候不能停車或減速The crew on the bridge shall warn the whole vessel by pulling the whistle; avoid t

27、he pirates taking onboard by changing the steaming direction all the time and try best to keep the pirate’s boat away from their own vessel. During the sea route of high-risk pirate, the whole duty crew whether on the deck or in the engine room should do 24hours watches and be ready for any situatio

28、n; not allow to stop the vessel or reduce the vessel speed. 2.5. 啟動(dòng)消防泵，甲板面、船尾各消防皮龍出水保持對(duì)舷外沖擊，盡量避免人員近距離接觸以防人身受到傷害。利用地形和就地較好的物體擋板，機(jī)動(dòng)靈活進(jìn)行出擊。盡量不要傷害對(duì)方，防止報(bào)復(fù)，以驅(qū)趕為目的，一切行動(dòng)聽指揮。最好以眾示威，達(dá)到嚇跑對(duì)方。但堅(jiān)決采取一切措施將企圖登輪的海盜船海盜人員控制在船舷以外Shall get the fire pump ready on the main-deck and aft parts of the vessel and make the pum

29、p outlet outside to the vessel, in order to keep the pirate boat away and not attack the crew onboard at short distance. Shall take advantage of the surroundings to protect the crew themselves and attack the pirate fast and safely; if possible, not kill or hurt the pirates to avoid revenge; the purp

30、ose of the anti-pirate action is to make away the pirate and all the action shall follow up master’s order; one of the best ways is to shock the pirate and let themselves go away; last but not least, shall keep the coming pirates or boat far away from the vessel, impossible to take onboard. 2.6. 駕

31、駛員用VHF16頻道、衛(wèi)通等手段向防海盜中心、防海盜巡邏軍艦報(bào)警求救Via VHF of channel no.16 and Inmarsat telephone, etc., the crew on the bridge shall immediately contact the anti-pirate center on the shore or the nearby navy on the sea for help. 2.7. 如有可能，對(duì)海盜船進(jìn)拍照，以供后續(xù)調(diào)查之用If possible, take some pictures of the pirate boat for the

32、future investigation. 3. 發(fā)現(xiàn)武裝海盜強(qiáng)行登輪的應(yīng)對(duì)措施Anti-pirate action against armed pirates coming onto the vessel 3.1. 船長(zhǎng)、船舶保安員根據(jù)現(xiàn)場(chǎng)情況進(jìn)行評(píng)估，充分利用船上的廣播發(fā)布信息和調(diào)集指令人員，全體船員聽到警報(bào)后立即按“防海盜應(yīng)急預(yù)案”攜帶相關(guān)保安器材就位阻止海盜登輪Master and the ship security officer shall judge as per the actual situation and take full advantage of the vess

33、el’s broadcast to advise the present situation and direct the crew. Once hearing the alarm, the whole crewmembers shall apply to the emergency anti-pirate plan, carry the related security equipment and congregate at their position and begin to fight for avoiding them onboard. 3.2. 全船生活區(qū)左右兩側(cè)的通道門保持暢通

34、（其它的封閉），隨時(shí)保證船員在緊急情況下能快速進(jìn)出 Keep the main way of the accommodation area free and close the other passage; thus, the whole crew could enter or leave quickly via this main way of the accommodation area under the emergency situation. 3.3. 駕駛臺(tái)要拉響汽笛示警,繼續(xù)利用“車舵”給海盜船制造登船困難，盡可能不讓海盜船靠近和方便靠上本輪The crew on the br

35、idge shall pull the alarm whistle on and change the sailing direction all the time to avoid the coming pirates onboard; try best to keep the pirate boat far from the ship and difficult to alongside the ship. 3.4. 立即向公司和國(guó)際反海盜中心報(bào)警，啟動(dòng)SSAS報(bào)警，駕駛員啟用DSC、VHF16頻道、衛(wèi)通等有效手段報(bào)警求救，說(shuō)明船上的情況，向空中施放火箭降落傘火焰信號(hào)彈，如有可能，對(duì)強(qiáng)行

36、登輪的海盜船及其人員進(jìn)行抓拍，以便向外報(bào)告?zhèn)洳楹鸵院笞鳛榫兡玫淖C據(jù)Call the shore company and international anti-pirate center at the first time; start the SSAS, use all kinds of communication ways like DSC, VHF Channel no.16 and INMARSAT etc. for help; advise the present situation of the vessel, use the signaling bullet and signal

37、rocket; if possible, take some pictures of the coming-up pirate boat and their staff; and send the photos to the shore company or anti-pirate center for further investigation or sound proof. 3.5. 輪機(jī)長(zhǎng)根據(jù)主機(jī)的負(fù)荷（因大舵角轉(zhuǎn)向避讓海盜小艇的需要），隨時(shí)調(diào)整主機(jī)的轉(zhuǎn)速，確保主機(jī)在安全運(yùn)轉(zhuǎn)的前提下開到最大的轉(zhuǎn)速C/E shall control the m/e working speed any t

38、ime as per the working status of M/E (due to sharp turn of the vessel for keeping away from the pirate boat) ; ensure the main engine to arrive at the fastest working rate basis the safe running. 3.6. 船舶保安員根據(jù)船長(zhǎng)的指揮信號(hào)及時(shí)調(diào)兵遣將，全體船員務(wù)必齊心協(xié)力、主動(dòng)配合，以最快速度集合到海盜企圖強(qiáng)行登輪點(diǎn)甲板，以最大力量、最短時(shí)間阻擊海盜登船，一旦發(fā)現(xiàn)海盜拋上掛鉤，負(fù)責(zé)脫鉤人員立即將掛鉤摘除

39、The ship security officer shall arrange the whole crewmembers action as per the master’s order; all crew shall obey the order of master and within the shortest time congregate to the place where the pirate is to take on the vessel; When the crew see any tackle from the pirate boat seizing the vessel

40、, the crew in charge shall cut away the tackle as fast as they could. 3.7. 充分利用高壓消防水以及其它保安器材沖擊和阻止海盜船靠近和登輪。利用地形和就地較好的物體擋板，機(jī)動(dòng)靈活進(jìn)行出擊。盡量不要過(guò)大傷害對(duì)方，防止報(bào)復(fù)，以驅(qū)趕為目的，一切行動(dòng)聽指揮Take full advantage of high-pressure water from fire pump and all other security equipment to fight against the pirate and avoid them come

41、close and take on the vessel; shall take advantage of the surroundings to protect the crew themselves and attack the pirate fast and safely; if possible, not kill or hurt the pirates to avoid revenge; the purpose of the whole action is to shock away the pirate and all the crew shall follow up master

42、’s order strictly; 3.8. 在整個(gè)防海盜過(guò)程中，務(wù)必確保我們?nèi)松戆踩?，人員注意防衛(wèi)和保護(hù)，預(yù)防武裝海盜的開槍襲擊 During the whole anti-pirate action, make sure that all the crew shall be safe and pay much attention to the gun attack or other weapons from the armed pirate 4. 黑夜遭遇海盜或海盜登輪的增加應(yīng)對(duì)措施Anti-pirate measures when pirate coming up at night

43、 4.1. 每位防海盜人員必須佩帶手電，熟悉防海盜線路和通道情況，如有障礙物請(qǐng)盡可能提早清除Each watch crew shall carry torch, familiarize the anti-pirate route onboard; if finding any obstacle on the way, shall remove at once. 4.2. 駕駛臺(tái)和防海盜巡邏人員利用探照燈對(duì)海面進(jìn)行照視，警示企圖靠近的海盜船The crew on the bridge and the patrol crew shall search the nearby sea by se

44、arch light; warn the nearby pirate boat not coming close; 4.3. 在不影響航行安全基礎(chǔ)上，將對(duì)海面照視的大燈全部打開If not affecting the normal sailing and under the safe situation, shall turn on all the search light to the nearby sea. 4.4. 發(fā)現(xiàn)遭遇海盜或海盜船企圖靠近的本輪，均要立即互相通告，啟動(dòng)消防泵，打開探照燈照視海盜船，各小組充分利用高壓消防水以及其它保安器材沖擊和阻止海盜船靠近和登輪。利用地形和就

45、地較好的物體擋板，機(jī)動(dòng)靈活進(jìn)行出擊Whenever finding any pirate boat or suspicious boat coming close, shall immediately inform the whole vessel, start the fire pump and turn on the search light to those boats and use all the pump or other security materials to avoid the pirate boat coming close or taking on the vessel

46、. Taking advantage of the surroundings on the vessel and nearby stuff to protect the crew themselves and attack the pirates safely and quickly; 4.5. 在整個(gè)防海盜過(guò)程中，務(wù)必確保我們?nèi)松戆踩?，人員注意防衛(wèi)和保護(hù)，預(yù)防因光線不足而發(fā)生人員工傷，預(yù)防武裝海盜的開槍襲擊包括襲擊探照燈而傷人During the whole anti-pirate action, ensure that the crew should be safe in every w

47、ay; avoid the crew injury due to short of light at night; be careful to the weapons from the pirate like gun or rocket launcher including breaking search light causing harm to the crew etc. 5. 退守防海盜安全艙程序Anti-pirate measures at the Citadel 在船舶遭受海盜襲擊且無(wú)法阻止海盜登輪的緊急情況下，全體人員退守防海盜安全艙，以避免人員遭到劫持，為外部實(shí)施有效援助創(chuàng)造

48、條件，特制定如下應(yīng)急程序：When the armed pirates begin to attack the vessel fully and the crew could not stop them taking on, the whole crew shall return to the Citadel and lock the door to avoid the crew being hijacked, and waiting for the rescue from the outside, the crew shall follow up the measures below: 5

49、.1. 當(dāng)船舶遭到海盜圍攻時(shí)，船長(zhǎng)應(yīng)根據(jù)當(dāng)時(shí)船舶所面臨的實(shí)際情況做出是否退守安全艙的決定。如需退守安全艙，船長(zhǎng)應(yīng)通過(guò)警報(bào)、廣播和對(duì)講機(jī)等發(fā)出退守船舶安全艙命令，通知除駕駛臺(tái)和機(jī)艙值班人員外的所有人員攜帶照明手電筒到安全集合點(diǎn)（根據(jù)各輪實(shí)際確定）集中When the vessel is attacked by the pirates in every way, master shall decide whether or not the crew should return into the Citadel as per the exact situation. If the crew need

50、 enter into the Citadel, master shall give the returning order via the alarm whistle, broadcast and inter-com telephone, etc.; inform the whole crew except those on duty on the bridge and those in the engine room to carry the torch and congregate into the safe muster point in the Citadel. (as per ea

51、ch vessel’s exact situation) 5.2. 船長(zhǎng)（或二副按照船長(zhǎng)命令）通過(guò)船舶保安報(bào)警系統(tǒng)（SSAS）和其它可以利用的通訊設(shè)備向外部發(fā)出報(bào)警信息，二副和值班水手準(zhǔn)備好航海日志、無(wú)線電通信記錄等重要資料聽候船長(zhǎng)命令Master(or 2/O as per master’s order) shall give out the alarm signal to the outside for rescuing via the vessel’s SSAS or other workable communication equipment; 2/O and the duty sa

52、ilor(AB or OS) prepare the marine log book, GMDSS record book and all other important vessel’s information, etc. and wait for the order of master. 5.3. 三副負(fù)責(zé)甲板部值班人員撤進(jìn)生活區(qū)，并帶到安全集合點(diǎn)集中。同時(shí)，做好生活區(qū)U層左舷水密門的內(nèi)鎖、檢查工作3/O shall be responsible for the deck duty crew back into the accommodation area and lead them t

53、o the safe muster point. Meanwhile, the crew shall do the locking and checking work to the portside water-tight door on the “U” floor of the accommodation. 5.4. 大管輪負(fù)責(zé)輪機(jī)部值班人員撤進(jìn)生活區(qū)，并帶到安全集合點(diǎn)集中。同時(shí)，做好生活區(qū)進(jìn)出口的內(nèi)部封閉2/E shall be responsible for the engine crew back into the accommodation area and lead them t

54、o the safe muster point. Meanwhile, the crew shall do the locking and checking work to the entry or exit of the accommodation. 5.5. 水手長(zhǎng)、機(jī)工長(zhǎng)（或由船舶保安員指定的其他人員）負(fù)責(zé)鎖閉所有通向安全艙的水密門Bosun and electrician (or the other crew appointed by the ship security officer) shall be in charge of locking all the water-tigh
