1、尊敬的維特女士, 女士們,先生們,朋友們: 我很高興來到丹麥國際問題研究所,與大家進(jìn)行交流。丹麥?zhǔn)菤W盟重要國家,素有 話王國”、幸福國度”的美譽。丹麥?zhǔn)亲钤缤轮袊ń坏奈鞣絿抑?,也是率先同中?建立全面戰(zhàn)略合作伙伴關(guān)系的北歐國家。當(dāng)前,中丹各領(lǐng)域務(wù)實合作蓬勃發(fā)展,兩國關(guān)系 已經(jīng)邁入成熟、健康、穩(wěn)定的發(fā)展階段。丹麥國際問題研究所作為歐洲有影響的智庫,近 年來與中國有關(guān)智庫開展了富有成效的學(xué)術(shù)合作,為推動中丹人文交流做出了積極貢獻(xiàn)。 借此機(jī)會,我要向貴所和各位朋友為發(fā)展中丹關(guān)系所做的努力表示感謝,并祝愿大家的研 究事業(yè)不斷取得新的進(jìn)展。 此訪是我作為中國外長第一次正式訪問丹麥。昨天下午
2、我與瑟芬達(dá)爾外交大臣舉行了 會談,今天上午又會見了托寧 一施密特首相,雙方就雙邊關(guān)系和共同關(guān)心的國際地區(qū)問題 深入交換意見,達(dá)成一系列重要共識,這是一次富有成果的訪問。借此機(jī)會,我也要感謝 丹麥方面的熱情接待和周到安排。 當(dāng)前,國際形勢繼續(xù)發(fā)生深刻復(fù)雜變化。從今年以來的情況看,世界形勢當(dāng)中動蕩不 定的一面較為突出。國際金融危機(jī)的深層次影響進(jìn)一步顯現(xiàn),世界經(jīng)濟(jì)復(fù)蘇進(jìn)程脆弱,發(fā) 展問題更加嚴(yán)重。西亞北非局勢持續(xù)動蕩,給相關(guān)國家造成多方面沖擊,并對地區(qū)乃至世 界的穩(wěn)定與發(fā)展帶來復(fù)雜影響。傳統(tǒng)安全威脅與非傳統(tǒng)安全威脅相互交織,各種全球性問 題層出不窮,加強全球治理的任務(wù)更加艱巨。 同時更應(yīng)看到,國
3、際力量對比正朝著相對均衡的方向發(fā)展,極大地促進(jìn)了多邊主義和 國際關(guān)系民主化,將對國際格局和國際秩序的調(diào)整演變產(chǎn)生積極而深遠(yuǎn)的影響。各國相互 依存不斷加深,求和平、促發(fā)展、謀合作的時代潮流更加強勁,同舟共濟(jì)、互利共贏的理 念更加深入人心。各國抓緊調(diào)整經(jīng)濟(jì)結(jié)構(gòu),轉(zhuǎn)變發(fā)展方式,國際經(jīng)濟(jì)金融體系改革穩(wěn)步推 進(jìn),變革越來越成為大勢所趨、人心所向。 總的看,我們所處的世界既是一個充滿風(fēng)險和挑戰(zhàn)的世界,更是一個充滿希望和機(jī)遇 的世界。 女士們,先生們, 推動世界經(jīng)濟(jì)復(fù)蘇與增長,這是國際社會的當(dāng)務(wù)之急。為此,我們應(yīng)作出更大努力: ——要推動即將舉行的二十國集團(tuán)戛納峰會取得成功,積極向國際社會釋放團(tuán)結(jié)、
4、合 作、共贏的強有力信號。世界經(jīng)濟(jì)正處于向何處去的關(guān)鍵時刻,二十國集團(tuán)戛納峰會肩負(fù) 著提振市場信心,促進(jìn)世界強勁、可持續(xù)、平衡增長的重要使命,推動峰會取得更多積極 成果意義重大。各方要凝聚共識,把保增長、促穩(wěn)定作為首要任務(wù);要維護(hù)各成員的團(tuán)結(jié) 合作,堅持平等協(xié)商、互利共贏,反對強行推動、強加于人;要繼續(xù)關(guān)注南北發(fā)展不平衡 問題,保障新興市場和發(fā)展中國家的發(fā)展權(quán)和宏觀經(jīng)濟(jì)政策空間。中歐在二十國集團(tuán)內(nèi)開 展了良好合作,中方愿意看到二十國集團(tuán)在支持歐方穩(wěn)定金融市場、促進(jìn)經(jīng)濟(jì)復(fù)蘇方面發(fā) 揮積極作用。 ——要努力維護(hù)地區(qū)和國際形勢的和平與穩(wěn)定,為世界經(jīng)濟(jì)的復(fù)蘇與增長營造良好的 政治和安全環(huán)境。歷史經(jīng)驗
5、一再表明,穩(wěn)定與發(fā)展密切相聯(lián),發(fā)展不好,穩(wěn)定不了;同樣, 沒有穩(wěn)定,也就沒有發(fā)展。我們應(yīng)堅持《聯(lián)合國憲章》的宗旨和原則,尊重各國的主權(quán)和 領(lǐng)土完整,尊重各國人民自主決定,反對以任何形式和借口干涉別國內(nèi)政。應(yīng)堅持用和平 方式解決國際爭端和熱點問題,反對任意使用武力或以武力相威脅。應(yīng)反對一切形式的恐 怖主義,并努力從根本上消除滋生恐怖主義的土壤。 西亞北非地區(qū)在世界政治、經(jīng)濟(jì)、能源事務(wù)中占有重要地位,直接關(guān)系到世界的安全 與穩(wěn)定。推動該地區(qū)實現(xiàn)和平穩(wěn)定與發(fā)展繁榮,符合地區(qū)國家和國際社會的利益。我們主 張尊重地區(qū)國家人民的愿望和訴求,希望地區(qū)國家有關(guān)各方通過政治對話途徑緩解分歧, 盡快恢復(fù)穩(wěn)定和正
6、常秩序。我們主張國際社會發(fā)揮建設(shè)性作用,支持地區(qū)國家和人民尋找 適合本國國情的政治制度和發(fā)展道路。我們認(rèn)為應(yīng)發(fā)揮聯(lián)合國在穩(wěn)定地區(qū)局勢以及相關(guān)國 家戰(zhàn)后重建進(jìn)程中的主導(dǎo)作用,并重視阿盟、非盟等地區(qū)組織的呼聲。我們主張加強國際 合作,努力推動和平解決本地區(qū)爭端,為地區(qū)穩(wěn)定和發(fā)展創(chuàng)造相應(yīng)的條件和氛圍。 新形勢下,影響一國安全與穩(wěn)定的因素更加復(fù)雜多元,各國的安全息息相關(guān),任何國 家都難以單獨應(yīng)對各種安全挑戰(zhàn),以合作謀安全、以穩(wěn)定促發(fā)展成為國際社會廣泛共識。 我們應(yīng)堅持互信、互利、平等、協(xié)作的新安全觀,照顧彼此安全關(guān)切,促進(jìn)地區(qū)安全合作, 維護(hù)國際社會的共同安全。 ——要穩(wěn)步推進(jìn)國際體系變革,為世界
7、經(jīng)濟(jì)的復(fù)蘇與增長提供有力的機(jī)制保障。國際 金融危機(jī)充分暴露了現(xiàn)行國際體系的弊端,各方在推動國際體系變革方面形成諸多共識, 也取得一些重要進(jìn)展。保持國際經(jīng)濟(jì)金融體系改革的勢頭,是國際形勢發(fā)展的客觀要求, 也符合各方的共同利益。應(yīng)進(jìn)一步深化以國際貨幣基金組織、世界銀行、二十國集團(tuán)峰會 等為代表的國際經(jīng)濟(jì)治理機(jī)制的改革,推動建立公平、公正、包容、有序的國際貨幣金融 體系,增加新興市場國家和發(fā)展中國家的發(fā)言權(quán)和代表性。新興市場國家正在不斷探索新 的合作機(jī)制,開辟南南合作和南北對話的新渠道,有關(guān)實踐應(yīng)當(dāng)?shù)玫街匾暫妥鹬?。?yīng)繼續(xù) 加強聯(lián)合國在處理國際政治、經(jīng)濟(jì)和安全事務(wù)中的核心作用,推動各國更加平等廣泛地參
8、 與國際事務(wù)。丹麥?zhǔn)菄抑卫頇C(jī)制改革的積極參與方,中丹兩國在增強金融市場監(jiān)管、支 持自由貿(mào)易等許多問題上觀點相近,我們愿本著伙伴合作的精神,進(jìn)一步密切與丹方的溝 通合作,共同為推動國際體系改革做出不懈努力。 女士們,先生們, 我們始終認(rèn)為歐盟是推動世界多極化進(jìn)程的重要力量,是實現(xiàn)有效全球治理的重要合 作伙伴,一個團(tuán)結(jié)、繁榮、強大的歐洲隊世界的穩(wěn)定和發(fā)展具有重大意義。當(dāng)前,歐洲遇 到了一些困難和挑戰(zhàn)。但歐洲經(jīng)濟(jì)基礎(chǔ)雄厚,思想文化悠久燦爛,科技和教育體系發(fā)達(dá), 社會治理經(jīng)驗豐富。歐洲一體化建設(shè)經(jīng)過幾十年的發(fā)展,取得積極進(jìn)展,為歐洲未來發(fā)展 奠定了堅實的基礎(chǔ)。歐洲的諸多優(yōu)勢并沒有因主權(quán)債務(wù)危機(jī)發(fā)
9、生根本改變,在應(yīng)對危機(jī)過 程中,歐洲一體化進(jìn)程仍然表現(xiàn)出其生命力。雖然歐洲暫時面臨一些困難,但發(fā)展后勁仍 然強勁。我們支持歐盟應(yīng)對危機(jī)的努力,支持歐洲一體化建設(shè),相信歐洲各國能夠找到克 服困難、解決問題的辦法。 中國是最大的發(fā)展中國家,歐盟是世界上最大的發(fā)達(dá)國家集團(tuán),我們雙方都是各類全 球性挑戰(zhàn)的利益攸關(guān)者。中國堅持把對歐關(guān)系作為外交工作的優(yōu)先方向之一,認(rèn)為中歐合 作不僅有利于雙方實現(xiàn)共同發(fā)展,而且對促進(jìn)世界和平與發(fā)展也具有戰(zhàn)略意義。 ——雙方要牢牢把握中歐關(guān)系發(fā)展的大局,凝聚戰(zhàn)略共識,鞏固政治互信。中歐沒有 根本利害沖突,沒有懸而未決的歷史問題,雙方都主張多邊主義。我們要以平等包容和互
10、利共贏的心態(tài)看待和適應(yīng)對方的發(fā)展,超越意識形態(tài)和社會制度的差異,積極擴(kuò)大共同利 益的匯合點,求同存異,妥善處理各種矛盾和分歧。 ——雙方要進(jìn)一步加強在經(jīng)貿(mào)、金融、城鎮(zhèn)化、科技、教育、文化等領(lǐng)域的務(wù)實合作。 中歐處于不同發(fā)展階段,在全球產(chǎn)業(yè)鏈中處于不同位置,雙方在技術(shù)、資金、市場、產(chǎn)品、 管理等方面各具優(yōu)勢,經(jīng)濟(jì)互補性強,合作前景廣闊。中國開始實施 十二五”規(guī)劃,歐盟 開始落實歐洲2020戰(zhàn)略”,中歐在經(jīng)濟(jì)社會發(fā)展方面各有所長,可以互相借鑒;中歐文化 各具特色,應(yīng)該相互學(xué)習(xí),促進(jìn)共同發(fā)展和人類的文明進(jìn)步。這些都將為雙方深化互利合 作帶來良好機(jī)遇。 ——雙方要共同努力,確保即將舉行的中歐領(lǐng)導(dǎo)
11、人第十四次會晤取得圓滿成功。我們 期待著此次會晤能夠缺的實實在在的進(jìn)展,向世界發(fā)出中歐攜手、共克時艱、不斷深化全 面戰(zhàn)略伙伴關(guān)系的積極信號。 在中丹兩國政府和兩國人民的共同努力下,兩國在相互尊重、平等互利等原則基礎(chǔ)上 建立的全面戰(zhàn)略伙伴關(guān)系保持良好發(fā)展勢頭。中國連續(xù)多年成為丹麥在亞洲最大的貿(mào)易伙 伴。雙邊貿(mào)易很快擺脫國際金融危機(jī)影響,重新實現(xiàn)強勁增長。中丹雙方都希望深挖在航 運、醫(yī)藥、農(nóng)業(yè)等傳統(tǒng)領(lǐng)域的合作潛力,同時著力加強在環(huán)保、可再生能源、生物科技等 新興領(lǐng)域的合作,打造合作新亮點。去年上海世博會期間,丹麥國寶 小美人魚”銅像首度 離境亮相世博會,丹麥館突出環(huán)保理念和文化內(nèi)涵,充分展示了
12、丹麥人民的創(chuàng)造魅力,引 發(fā)了中國觀眾的參觀熱潮,參觀人數(shù)達(dá)到 550多萬。中方已在丹麥持續(xù)十年成功舉辦 歡樂 春節(jié)”活動,深受丹麥民眾的歡迎。我們兩國在應(yīng)對氣候變化、能源資源安全、跨國犯罪等 全球性挑戰(zhàn)方面擁有廣泛共同利益,在重大國際和地區(qū)事務(wù)中保持了良好溝通。 我們高度贊賞丹麥歷屆政府、各黨派重視發(fā)展對華關(guān)系的強烈愿望,愿與托寧 一施密 特首相領(lǐng)導(dǎo)下的丹麥新一屆政府繼續(xù)努力,不斷充實中丹全面戰(zhàn)略伙伴關(guān)系內(nèi)涵,進(jìn)一步 提升交往的全面性,加強合作的互利性,確保彼此的包容性,共同將中丹關(guān)系推向新的高 度。多年來,丹麥為推動中歐關(guān)系發(fā)展做出積極努力。明年上半年丹麥還將擔(dān)任歐盟輪值 主席國,我們
13、愿與丹方共同努力,進(jìn)一步推動中歐關(guān)系發(fā)展。 女士們,先生們,朋友們, 今年是中國發(fā)展進(jìn)程中極不平凡的一年。我們努力抵御國際金融危機(jī)影響,實現(xiàn)了國 民經(jīng)濟(jì)和社會發(fā)展 千二五”規(guī)劃的良好開局,保持了社會穩(wěn)定,人民生活水平有了新的提 高。我們著力處理好保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)和管理通脹預(yù)期的關(guān)系,經(jīng)濟(jì) 增長由政策刺激向自主增長有序轉(zhuǎn)變,繼續(xù)朝著預(yù)期的方向發(fā)展,全年經(jīng)濟(jì)增長率有望保 持在9%以上。 隨著中國持續(xù)快速發(fā)展以及中國與世界關(guān)系的歷史性變化,各方更加關(guān)注中國的發(fā)展 前景和發(fā)展走向。就此,我愿談幾點看法: 第一,中國取得巨大發(fā)展成就,有著光明發(fā)展前景,但仍是發(fā)展中國家。改革開放
14、 30 多年來,中國的經(jīng)濟(jì)實力和綜合國力顯著增強,已經(jīng)成為世界第二大經(jīng)濟(jì)體、第一大出口 國、第二大進(jìn)口國和全球最大的新興市場。我們解決了 13億人的溫飽問題,減少了 2億 多絕對貧困人口。中國的發(fā)展成就,從根本上得益于我們找到了一條適合本國國情的發(fā)展 道路,即中國特色社會主義道路。這條道路改變了中國命運,給全體人民帶來了福祉,我 們將堅定不移地沿著這條道路走下去。展望 21世紀(jì)第二個十年,隨著中國 十二五”規(guī)劃的 順利實施和各領(lǐng)域改革的不斷深化,我們將以科學(xué)發(fā)展為主題,進(jìn)一步加快經(jīng)濟(jì)結(jié)構(gòu)的轉(zhuǎn) 型升級,推動經(jīng)濟(jì)社會發(fā)展和綜合國力不斷邁上新臺階,一個發(fā)展更加持續(xù)、社會更加和 諧、制度更加完善
15、、對外更加開放的中國將展現(xiàn)在世人面前。 與此同時,我們對自身的發(fā)展水平和發(fā)展階段始終保持著清醒認(rèn)識。中國人口多、底 子薄、發(fā)展不平衡的基本國情沒有改變,仍是一個發(fā)展中國家。我們前進(jìn)過程中還面臨著 多方面的困難和挑戰(zhàn),例如,我們要解決好城鄉(xiāng)、區(qū)域發(fā)展不平衡,自主創(chuàng)新能力較為薄 弱,社會保障體系尚不完善等重要課題。中國實現(xiàn)全面現(xiàn)代化是一項偉大而艱巨的事業(yè), 還有很長的路要走,需要繼續(xù)付出長期艱苦的努力。 今天的中國,機(jī)遇與挑戰(zhàn)并存。中國人民對國家的發(fā)展前景充滿了信心,我們會妥善 處理和解決發(fā)展過程中遇到的各種難題,努力實現(xiàn)與世界各國共同發(fā)展、共同繁榮的目標(biāo)。 第二,中國將堅定不移地走和平發(fā)展
16、道路。和平發(fā)展道路的精髓是通過維護(hù)世界和平 發(fā)展自己,又以自身的發(fā)展維護(hù)世界和平。我們堅持互相尊重、平等相待,反對以大欺小、 以強凌弱、以富壓貧。堅持互利共贏,不以鄰為壑,不損人利己。堅持奉行防御性的國防 政策,不搞軍備競賽,不對任何國家構(gòu)成軍事威脅。和平發(fā)展道路是中國政府和中國人民 順應(yīng)時代發(fā)展潮流、根據(jù)自身根本利益作出的戰(zhàn)略抉擇。不久前中方發(fā)表《中國的和平發(fā) 展》白皮書,再度向全世界鄭重宣示了中國堅定走這條道路的決心和意志。中國的和平發(fā) 展不是中國一家的事,需要世界的理解、支持與合作。面對和平發(fā)展的時代潮流,包括中 國在內(nèi)的世界各國都應(yīng)走和平發(fā)展道路,共同致力于人類的發(fā)展進(jìn)步。 第三,中
17、國將繼續(xù)為世界和平與發(fā)展的崇高事業(yè)作出更大貢獻(xiàn)。作為世界上人口最多 的發(fā)展中國家,中國把自己的事情辦好,這本身就是對世界和平與發(fā)展事業(yè)的重要貢獻(xiàn)。 中國作為國際社會負(fù)責(zé)任的一員,積極推動南南合作,促進(jìn)南北對話,始終是維護(hù)世界和 平、促進(jìn)共同發(fā)展的堅定力量。過去十年,我們累計進(jìn)口約 7.5萬億美元商品,相當(dāng)于為 其他國家和地區(qū)創(chuàng)造了 1400萬個就業(yè)機(jī)會。今后五年中國進(jìn)口商品總額預(yù)計將達(dá) 10萬億 美元,中國將成為促進(jìn)世界經(jīng)濟(jì)增長更加重要的引擎。中國致力于加強與發(fā)展中國家的平 等互利合作,并提供力所能及的支持與幫助。中國已免除 50個重債窮國和最不發(fā)達(dá)國家 債務(wù)380筆,認(rèn)真完成為發(fā)展中國
18、家援建學(xué)校、醫(yī)院等 2100多個成套項目,培訓(xùn)各類人 才12萬名。我們高度贊賞丹方一貫重視幫助非洲國家實現(xiàn)發(fā)展,中方愿與丹方加強交流, 探討合作,共同為非洲的發(fā)展進(jìn)步多做實事、好事。中國積極參與應(yīng)對金融危機(jī)的國際合 作,通過購買債券、擴(kuò)大進(jìn)口和投資等實際行動,支持和幫助有關(guān)國家解決面臨的實際困 難。中國致力于推動和平解決熱點問題,參與國際維和行動,已累計向 28項聯(lián)合國維和 行動派出1.9萬多人次,是安理會常任理事國中派出維和人員最多的國家。隨著中國的進(jìn) 一步發(fā)展壯大,中國將在國際和地區(qū)事務(wù)中積極承擔(dān)應(yīng)盡的責(zé)任,為促進(jìn)世界和平與發(fā)展 發(fā)揮更大作用。 女士們,先生們,朋友們, 21世紀(jì)應(yīng)

20、tional Studies Madame Nanna Hvidt, Director of DIIS, Ladies and Gentlemen, Dear Friends, It is a distinct pleasure for me to come to the Danish Institute for International Studies (DIIS) and exchange views with you. Denmark is an important member of the European Union (EU) and is known as the "K
21、ingdom of fairy tales" and "land of happiness". It was one of the first Western countries to establish diplomatic relations with the Peoples Republic of China and the first Nordic country to forge a comprehensive strategic partnership with China. Today, our two countries enjoy dynamic cooperation in
22、 many areas, and our relationship has embarked on the track of mature, sound and steady growth. The DIIS is an influential think tank in Europe. In recent years, it has collaborated productively with many Chinese think tanks and contributed greatly to people-to-people and cultural exchanges between
23、 our two countries. I would like to use this opportunity to thank the DIIS and every one of you for what you have done to push forward China- Denmark relations. And I wish you continuing success in your research career. This is my first official visit to Denmark as Chinas foreign minister. Yesterda
24、y afternoon I had talks with Minister for Foreign Affairs Villy Soevndal, and this morning I had a meeting with Prime Minister Helle Thorning-Schmidt. The two sides had in-depth exchange of views on bilateral relations and international and regional issues of mutual interest, and reached extensive c
25、onsensus. It has been a fruitful visit. Here I would like to thank my Danish hosts for the warm reception and thoughtful arrangements. Ladies and Gentlemen, The world today is undergoing profound and complex transformation. We have seen growing uncertainty in the international situation since the
26、beginning of this year. Under the lingering shadow of the international financial crisis, global economic remains fragile and the development endeavor faces more severe challenges. West Asia and north Africa has experienced continuous turbulence, which has complex implications not only for the relev
27、ant countries, but also for stability and growth in the entire region and the whole world. The task of global governance has become all the more daunting, as traditional security threats are intertwined with non-traditional ones and new global challenges keep emerging. On the other hand, the balanc
28、e of power in the world is moving towards more equilibrium. This is a boost to multilateralism and greater democracy in international relations, and will have positive, far-reaching impact on the evolution of the international order. With growing interdependence, countries across the globe hope to s
29、ee peace, development and cooperation and appreciate the importance of standing together in times of adversity and pursing mutual benefit. They are working hard to adjust their economic structure, shift their model of growth and reform the international economic and financial system. Indeed, change
30、represents the trend of our time and the aspiration of the people. We have reason to believe that our world is full of hopes and opportunities despite the many risks and challenges. Ladies and Gentlemen, At this moment, global recovery and growth is the most pressing task of the international com
31、munity. To make this happen, great efforts should be made in the following areas: First, make the upcoming G-20 summit in Cannes a success, and send a strong message of unity and win-win cooperation to the world. It is critical time for the world economy. The Cannes summit has the important task o
32、f restoring market confidence and promoting strong, sustainable and balanced growth. It is important that the summit achieve as many positive outcomes as possible. All parties must strive for consensus and accord "maintaining growth and promoting stability" top priority. We must stay united and purs
33、ue win-win results through consultations on an equal footing. We must avoid pushing through immature proposals or imposing oneself on others. And we must continue to pay attention to North-South imbalance, and protect the development right and macroeconomic policy space of emerging markets and deve
34、loping countries. China and Europe have had good cooperation in G-20. We hope G-20 will play an active role in helping Europe achieve financial market stability and economic recovery. Second, maintain regional and international peace and stability, and create an enabling political and security envi
35、ronment for global recovery and growth. History tells us that stability and development are closely linked. Without development, stability cannot take hold; and likewise, without stability, there can be no development. We must abide by the purposes and principles of the UN Charter, and respect each

We should reject all forms of terrorism and fundamentally remove the breeding grounds for terrorism. West Asia and north Africa occupies an important position in

It is in the interest of the region and the world to promote peace, stability, development and prosperity in west Asia and north Africa. We respect the wishes and aspirations of t
39、he people in the region. We hope the parties in relevant countries will bridge their differences through political dialogue and restore stability and order as soon as possible. We call on the international community to play a constructive role and support the various countries and people in finding

We need to further reform the international economic governance mechanism represented by the international Monetary Fund, the World Bank and the G-20 summit, build an equitable, fair, inclusive and well-managed international monetary and financ

The emerging market countries are exploring new cooperation mechanisms and opening new channels of South-South Cooperation and North-South dialogue. Their efforts deserve more attention and respect.
