7、供水系統(tǒng)的二次供水設(shè)施中泵房和房屋水箱（水池）等部位的安全技術(shù)防范應(yīng)符合DB 31/329.4的規(guī)定。 4.1.8　變（配）電站（所）的安全技術(shù)防范系統(tǒng)應(yīng)符合DB 31/329.5的規(guī)定。 4.1.9　安全技術(shù)防范系統(tǒng)的建設(shè)，應(yīng)納入工程建設(shè)的總體規(guī)劃， 并綜合設(shè)計、同步施工、獨立驗收、同時交付使用。 4.2　各子系統(tǒng)要求 4.2.1　視頻安防監(jiān)控系統(tǒng) 4.2.1.1　攝像機(jī)安裝應(yīng)減少或避免圖像出現(xiàn)逆光，且攝像機(jī)工作時監(jiān)視范圍內(nèi)的平均照度宜不小于200Lx。 4.2.1.2　出入口、主要通道攝像機(jī)安裝應(yīng)符合以下要求： a) 固定焦距、方向； b) 監(jiān)視區(qū)域內(nèi)不應(yīng)有盲區(qū)； c)

8、在24小時內(nèi)通過監(jiān)視屏均應(yīng)能清楚地辨別出入人員面部特征、機(jī)動車牌號。 ?????????????????????? 表 2?? 中小學(xué)、幼兒園重要部位安全技術(shù)防范設(shè)施基本配置要求 4.2.1.3　在面積較大的公共區(qū)域宜安裝帶有云臺、變焦鏡頭的攝像機(jī)，通過監(jiān)視屏應(yīng)能辨別監(jiān)視范圍內(nèi)的人員活動情況。云臺、變焦停止操作后，攝像機(jī)應(yīng)在2±0.5 min內(nèi)自動復(fù)位至原始設(shè)定狀態(tài)。 4.2.1.4　系統(tǒng)應(yīng)采用硬盤錄像機(jī)進(jìn)行24h圖像記錄。圖像記錄幀速應(yīng)不少于24frame/s，記錄保存時間應(yīng)不少于7天。硬盤錄像機(jī)應(yīng)符合DB 31/295的要求。 4.2.1.5　系統(tǒng)應(yīng)能切換圖像，并能根據(jù)

9、系統(tǒng)的配置，控制攝像機(jī)云臺、鏡頭等。 4.2.1.6　系統(tǒng)應(yīng)具有時間、日期的顯示、記錄和調(diào)整功能，時間誤差應(yīng)在±30s以內(nèi),字符疊加不應(yīng)影響記錄效果。 4.2.1.7　攝像機(jī)在標(biāo)準(zhǔn)照度下，視頻安防監(jiān)控系統(tǒng)圖像信號的技術(shù)指標(biāo)應(yīng)不低于GB 50198-1994表4.3.1-1規(guī)定的評分等級4級的要求，回放圖像質(zhì)量不應(yīng)低于3級的要求。 4.2.1.8　視頻安防監(jiān)控系統(tǒng)的其他要求應(yīng)符合GA/T 367的規(guī)定。 4.2.2　入侵報警系統(tǒng) 4.2.2.1　應(yīng)按需要選擇、安裝入侵探測器，防區(qū)內(nèi)不應(yīng)有盲區(qū)。 4.2.2.2　防區(qū)劃分應(yīng)有利于報警時準(zhǔn)確定位，周界封閉屏障處防區(qū)間距應(yīng)不大于100m。

10、 4.2.2.3　周界圍墻（欄）處應(yīng)24h設(shè)防。 4.2.2.4　緊急報警裝置應(yīng)安裝在隱蔽、便于操作的部位，并應(yīng)設(shè)置為不可撤防模式，且應(yīng)有防誤觸發(fā)措施。當(dāng)被觸發(fā)報警后應(yīng)能立即發(fā)出緊急報警信號并自鎖，復(fù)位應(yīng)采用人工操作方式。 4.2.2.5　除周界圍墻（欄）處，安裝入侵探測器的部位均應(yīng)安裝聲光告警器，其報警聲壓不小于80dB（A），報警持續(xù)時間不小于5min。 4.2.2.6　入侵報警系統(tǒng)應(yīng)與區(qū)域報警中心聯(lián)網(wǎng)。當(dāng)高校的安防中心控制室配置專職值守人員時，入侵報警信號可傳送至安防中心控制室，但安防中心控制室應(yīng)安裝與區(qū)域報警中心聯(lián)網(wǎng)的緊急報警裝置。系統(tǒng)使用專用電纜傳輸報警信號時報警響應(yīng)時間應(yīng)不大

11、于2s；使用公共 網(wǎng)絡(luò)傳輸時報警響應(yīng)時間應(yīng)不大于20s。 4.2.2.7　以 網(wǎng)絡(luò)作為報警傳輸專線時，不應(yīng)在線路上掛接其他通信設(shè)施。 4.2.2.8　系統(tǒng)應(yīng)具有時間、日期的顯示、記錄和調(diào)整功能，時間誤差應(yīng)在±30s以內(nèi)。 4.2.2.9　系統(tǒng)布防、撤防、報警、故障等信息的存儲時間應(yīng)不少于30天，并能輸出打印。 4.2.2.10　系統(tǒng)的備用電源應(yīng)滿足8h正常工作。 4.2.2.11　入侵探測器其他技術(shù)要求應(yīng)符合GB 10408.1、GB 10408.3、GB 10408.4 、GB 10408.5、GB 10408.6、GB 15209的要求。 4.2.2.12　防盜報警控制

12、器其他技術(shù)要求應(yīng)符合GB 12663的要求。 4.2.2.13　入侵報警系統(tǒng)的其他技術(shù)要求應(yīng)符合GA/T 368的要求。 4.2.3　出入口控制系統(tǒng) 4.2.3.1　對非法進(jìn)入的行為或連續(xù)3次不正確的識讀，系統(tǒng)應(yīng)發(fā)出報警信號。 4.2.3.2　系統(tǒng)時間誤差應(yīng)在±10s內(nèi)。記錄保存時間應(yīng)不少于7天。 4.2.3.3　系統(tǒng)其他要求應(yīng)符合GA/T 394的規(guī)定。 4.2.4　 通訊系統(tǒng) 4.2.4.1　來電號碼顯示應(yīng)清晰。 4.2.4.2　來電通話錄音回放時應(yīng)清晰可辨，通話記錄保存時間應(yīng)不少于7天。 4.2.5　電子巡查系統(tǒng) 4.2.5.1　系統(tǒng)應(yīng)有擴(kuò)容余量。 4.2.5.

13、2　系統(tǒng)應(yīng)能準(zhǔn)確記錄預(yù)定區(qū)域、路線巡查的時間（年、月、日、時、分、秒）、地點、人員信息。 4.2.5.3　巡查點安裝應(yīng)牢固、隱蔽，高度應(yīng)便于識讀。 4.2.5.4　采集裝置或識讀裝置在識讀時應(yīng)有聲、光或振動等提示信號，識讀響應(yīng)時間應(yīng)小于1s。 4.2.5.5　采集裝置存貯巡查信息量應(yīng)不少于4000個點。在斷電時,所存儲的巡查信息不應(yīng)丟失，保存時間應(yīng)不少于10天。 4.2.6　安防中心控制室和安防分控室 4.2.6.1　視頻安防監(jiān)控、入侵報警、電子巡查的終端設(shè)備均應(yīng)設(shè)置在安防分控室或安防中心控制室。在安防中心控制室或安防分控室應(yīng)能實現(xiàn)對各子系統(tǒng)的操作、記錄和打印。 4.2.6.2　安

14、防中心控制室或安防分控室配置的與報警同步的終端圖形顯示裝置，應(yīng)能準(zhǔn)確地指示報警區(qū)域，實時聲、光提示發(fā)生警情的區(qū)域、日期、時間等信息。 4.2.6.3　安防中心控制室和安防分控室應(yīng)配備有線、無線專用通訊工具和專用防護(hù)器械。 4.2.7　實體防護(hù)裝置 4.2.7.1　防盜安全門及安裝應(yīng)符合GB 17565的要求。 4.2.7.2　鋼柵欄應(yīng)采用單根直徑不小于φ20mm、壁厚不小于2mm的鋼管（或單根直徑不小于φ16mm的鋼棒、單根橫截面應(yīng)不小于8mm×20mm的鋼板）組合制做。用于窗的防護(hù)時，單個柵欄空間最大面積應(yīng)不大于600mm×100mm；用于校園圍墻、門扇時，柵欄的豎桿間距不應(yīng)大于15

15、0mm。 4.2.7.3　校園圍墻高度應(yīng)不低于2.2m。圍墻上應(yīng)安裝45°±5°向外折角的金屬柵欄，折角段長度應(yīng)不小于0.2m。 4.2.7.4　柵欄應(yīng)采用不小于12mm的膨脹螺絲固定，安裝應(yīng)牢固可靠。 5.檢驗、驗收、維護(hù) 5.1　安全技術(shù)防范系統(tǒng)竣工后應(yīng)進(jìn)行檢驗。系統(tǒng)檢驗應(yīng)按GB 50348-2004第7章的規(guī)定。 5.2　安全技術(shù)防范系統(tǒng)驗收按照本標(biāo)準(zhǔn)第4章和GB 50348的規(guī)定。 5.3　安全技術(shù)防范系統(tǒng)應(yīng)保持良好的運(yùn)行狀態(tài)，每年定期進(jìn)行設(shè)備的檢測、維護(hù)、保養(yǎng)。系統(tǒng)出現(xiàn)故障后，應(yīng)及時修復(fù)。 （英文版 ） Two regulations promulgat
